Remediation Action Plans

Remediation Action Plans (RAPs) document the proposed remediation strategy and cleanup criteria for contaminated land.Image 4 Medium

They are a detailed operational manuals which discuss the selection and appropriateness of the remediation methods, and outline the sampling and analysis plans, quality assurance and quality control procedures, and regulatory requirements.

In addition, site management plans, contingency plans, an occupational health and safety plan, and a community relations plan may be required to ensure site remediation is managed in an environmentally acceptable manner.

RAPs are usually requested when clean-up is a condition of land rezoning, or when an EPA appointed auditor has been enlisted to oversee contaminated land remediation.

State planning agencies expect RAPs to be submitted with development applications. RAPs enable the development agencies to ensure the proposed clean-up criteria are appropriate for the future use of the site.

Once OTEK has been engaged to prepare a RAP we encourage the client to contact the planning department to determine if the RAP is going to be audited.

As individual requirements for site contamination and cleanup can vary, OTEK encourages a meeting with the appointed auditor prior to preparing the RAP. This approach establishes trust and an understanding of auditor’s requirements for endorsement of the RAP.

By having a clear understanding of the auditor’s expectations we are able to save the client money by reducing review time and costly delays in obtaining development approval.

OTEK also compares new and innovative tested methods of remediation in assessment of which remediation strategy is best for a client’s needs.
