Dear Sir/Madam,
As you would be aware, EPAV requirements for environmental management of landfill operations recently changed with the EPA Publication 1323.1 (Landfill Licensing Guidelines). These guidelines have made landfill licenses less prescriptive and require license holders to better identify and manage the environmental impacts of their landfill operations.
A letter from the EPAV to landfill license holders was provided in response to some queries concerning how the verification of environmental monitoring programs, according to EPA publication 1323.1, should be carried out.
Essentially, your existing monitoring program should continue while you (internally or with an external consultant) perform a risk assessment of your facility and develop a (likely revised) monitoring program based on this assessment. The risk assessment and monitoring plan then is reviewed by an Auditor appointed by the EPAV.
The purpose of this letter is to let you know I am one such Auditor, working for OTEK Australia Pty Ltd. I am available to assist you in this manner if you do not have an Auditor. Alternatively, OTEK have extensive experience in landfill work including Risk Assessments and the development/implementation of Monitoring Programs. Whilst we cannot perform both the developing/implementing and Auditing at the same site, we can assist with either, if you require.
